Executive Summary

As part of the HS2 enabling works, the PCIP (Pre-Construction Information Pack) and Safety Interface (SI) automation initiative aimed to transform the manual collection and verification of design-stage safety and interface data into a structured, digital-first process. I led the technical development of an automated pipeline to manage, validate, and trace project-critical documentation and data inputs, improving assurance readiness while reducing risk across safety-critical infrastructure programmes.

Objectives / Challenge

Automate the collation, formatting, and version control of PCIP and SI packs across multiple design packages.

Ensure compliance with CDM regulations, NR/L2/INI/CP0063, and HS2 technical assurance frameworks.

Minimise engineering time spent on repetitive document handling and improve traceability across interface agreements.

Enable early identification of design gaps, risks, and inter-discipline misalignments before construction mobilisation.

Approach / Solution

Digital Transformation:

  • Developed semi-automated pipelines using structured templates and metadata tagging to standardise hundreds of PCIP records.
  • Created smart indexing systems for document classification and interface categorisation using Excel VBA and SharePoint integration.
  • Piloted a data-driven dashboard approach to visualise PCIP completeness, risk profiles, and outstanding actions in real time.

Process Engineering:

  • Reverse-engineered manual processes and rewrote them as modular workflows to integrate with HS2’s CDE (Common Data Environment).
  • Introduced logic gates and quality checks to flag missing or non-compliant entries automatically, reducing manual QA time.

Stakeholder Engagement:

  • Worked across multi-disciplinary teams including design, safety, quality, and client-side assurance to define usable formats and minimum data requirements.
  • Supported cross-party workshops to define SI requirements and align interface responsibilities with Tier 1 contractors.

Compliance:

  • Ensured output aligned with HS2 assurance gates, CSM-RA, and Network Rail infrastructure compatibility protocols.
  • Delivered traceable outputs suitable for internal audit, ISA review, and handover into construction assurance registers.

  • Reduced PCIP/SI pack production time from weeks to days, freeing senior engineers to focus on design assurance and safety validation.
