Executive Summary

As part of a London Underground asset renewal initiative, I was responsible for writing the technical specifications required to allow a package of telecommunications works to be issued for tender. The specifications covered the telecoms network, including network switches and routers, the central management system, the PA/VA system, and the CCTV system, with a focus on defining next-generation like-for-like equivalents.

The work required a detailed understanding of the existing system design, operational requirements, and interfaces, while also incorporating any new mandatory or best-practice standards, regulations, and guidance relevant to London Underground, BS/EN, and ISO. The objective was to give suppliers sufficient technical clarity to submit accurate bids, while avoiding over-prescriptive requirements that could unnecessarily restrict competition. The end result was a complete set of technical specifications signed off by London Underground and approved for tender issue.

Objectives / Challenge

Produce a clear and technically robust set of tender specifications for renewal of key London Underground telecommunications systems.

Define next-generation like-for-like replacement requirements across network switches and routers, the central management system, PA/VA, and CCTV.

Reflect the current system design, interfaces, and operational constraints so that the specification remained practical and deliverable.

Incorporate relevant London Underground, BS/EN, and ISO requirements, including mandatory and best-practice expectations.

Provide enough detail to support accurate supplier pricing and technical responses without writing the specification in a way that would eliminate market competition.

Approach / Solution

  • System Baseline Review
    • Reviewed the existing telecommunications system design and identified the key assets and functions requiring specification.
    • Assessed how the current network architecture, management systems, PA/VA, and CCTV arrangements operated in practice so that replacement requirements remained aligned with the live environment.
    • Defined the intended next-generation like-for-like scope while preserving operational intent and compatibility.
  • Standards, Regulations & Compliance Alignment
    • Assessed the applicable London Underground standards, together with relevant BS/EN and ISO requirements, to identify any mandatory changes, best-practice updates, or new compliance considerations.
    • Incorporated current standards, regulations, and guidance into the specification so that suppliers would be pricing against an up-to-date technical baseline.
    • Balanced legacy design constraints with modern compliance expectations to ensure the specification was both realistic and future-ready.
  • Technical Specification Development
    • Wrote the technical specifications for the telecommunications works package in a form suitable for tender release.
    • Defined requirements for network switches and routers, the central management system, PA/VA, and CCTV, ensuring that technical expectations were clear, measurable, and relevant.
    • Structured the specifications to support accurate bid submission while avoiding unnecessarily vendor-specific or competition-limiting requirements.
  • Tender Support & Approval
    • Produced a specification set capable of supporting supplier understanding, bid comparability, and procurement confidence.
    • Worked through the required review and assurance process with London Underground to secure approval.
    • Delivered a final set of technical specifications signed off by London Underground for tender issue.
