Executive Summary

As part of the East Coast Main Line ETCS implementation, I was responsible for reviewing Network Rail telecom standards to determine whether they remained relevant, up to date, compatible with ETCS requirements, conflicted with other standards, or were no longer required. This formed a key assurance activity to ensure ETCS could be safely and effectively incorporated into the telecom standards baseline supporting the programme.
The review focused particularly on legacy communications, cable standards, wireless frequencies, and interoperability. I initially identified 12 standards as requiring major change. Following technical authority review and challenge, this was refined to 8. I then supported the next phase through risk assessment, TCCF preparation, technical change committee presentation, and stakeholder engagement to secure approval for update. As a secondary outcome, I created a formal process to justify the time required to update standards. This was later adopted by other disciplines, improving consistency and helping maintain accuracy when proposing fixed-price variations.

Objectives / Challenge

Review the relevant Network Rail telecom standards against East Coast Main Line ETCS requirements and determine whether they were still relevant, current, compatible, conflicting, or obsolete.

Categorise the resulting impacts into minor and major changes so that the true scale of standards updates could be established.

Prepare and justify proposed changes to the technical authority, securing agreement on which standards required formal update.

Risk assess the agreed changes, raise the required TCCF documentation, and present the logic to the technical change committee and relevant stakeholders.

Create a formal process to justify the time and effort required to update standards and support accurate client-facing commercial planning.

  • Standards Review & Categorisation
    • Reviewed Network Rail telecom standards against ETCS implementation requirements on the East Coast Main Line.
    • Assessed each standard for relevance, currency, compatibility, conflict, and continued necessity.
    • Focused on impacts around legacy communications, cable standards, wireless frequencies, and interoperability.
    • Categorised proposed amendments into minor and major changes to define the standards update baseline.
  • Technical Justification & Authority Review
    • Initially identified 12 standards as requiring major change.
    • Prepared the technical justification for each proposed update and presented the recommendations to the technical authority.
    • Worked through challenge, clarification, and refinement with the authority, resulting in 8 standards being confirmed for major update.
  • Risk Assessment & Governance
    • Carried out risk assessment on the agreed changes to support safe and justified progression.
    • Raised the required TCCF documentation and presented the proposed logic to the technical change committee.
    • Engaged with relevant stakeholders and SMEs to explain the rationale, address concerns, and secure agreement for update.
  • Process Development & Commercial Support
    • Created a formal process to justify the time required to review and update Network Rail standards.
    • Presented the process to the client as a structured basis for understanding the scope and effort involved.
    • The process was subsequently adopted by other disciplines and helped maintain consistency and accuracy when proposing fixed-price variations.

Outcomes / Results

  • Reviewed and rationalised the telecom standards baseline supporting the East Coast Main Line ETCS programme.
  • Identified 12 standards initially requiring major change, with technical authority review refining the final scope to 8.
  • Enabled 8 Network Rail telecom standards to be updated so that ETCS could be incorporated safely and effectively.
  • Supported the risk assessment, TCCF, and technical change committee process required to progress the updates through governance.
  • Created a repeatable process for estimating and justifying standards update effort, which was adopted by other disciplines.
  • Improved consistency and commercial accuracy when preparing fixed-price variations.
